*As the children return to our programs this Fall, it is a good time to reinforce the Code of Conduct that has been signed by all staff and volunteers working in our parishes, schools and agencies. The Code of Conduct is a guideline for appropriate interaction between children and adults.*
A Report Presented to the United States Conference of Catholic Bishops by the John Jay College Research Team
WASHINGTON (May 18, 2011)—A landmark study by researchers at John Jay College of Criminal Justice of the City University of New York, which examined the causes and context of the clergy sexual abuse crisis in the U.S. Catholic Church, concluded that there was no single cause or predictor of sexual abuse by Catholic clergy. The report added that that situational factors and opportunity to abuse played a significant role in the onset and continuation of abusive acts.
Every year since 2002, I have written an open letter to all the faithful of the Diocese to give you a report on how we as a Diocese continue to fulfill our obligations and responsibilities to safeguard children and young people from the danger of sexual abuse by clerics and others within the Church. This is a solemn moral obligation I as your bishop accepted when the bishops of the United States adopted the Charter for the Protection of Children and Young People at Dallas in 2002. It is consistent with what I have done as your bishop beginning with my arrival here in September 2001 when I reviewed the unresolved cases and began to remove priests from pastoral ministry who had had credible allegations of sexual misconduct lodged against them.
